Graduate School USA presented its W. Edwards Deming Award to the Naval Aviation and Test Evaluation University (NATEU) on May 7, 2012. NATEU won the award for its training of Department of Navy flight test personnel and its collaborative training with other Department of Defense entities and industry partners.

The Naval Aviation Test and Evaluation University was developed by the Naval Air Systems Command to provide training to Department of Navy flight test personnel and to share this training with other Department of Defense entities and industry partners. Unlike other areas of postgraduate study, comprehensive test and evaluation engineering training is not available through any traditional academic institutions. The University was developed in response to a challenge from the Chief of Naval Operations to “improve training and development opportunities for our civilian workforce, recognizing that their individual growth is an institutional gain.”

“The Deming Award recognizes leadership and excellence in training that achieves measurable results, and the Naval Aviation Test and Evaluation University is a worthy recipient,” said Dr. Jerry Ice, CEO and President of Graduate School USA. “NATEU understood the importance of revitalizing their workforce by providing comprehensive, standardized training and robust career development to all members of the Naval Air Systems Command workforce and collaborative partners.”

The NATEU results are impressive. NATEU has aligned training with a career path progression; created centralized industry-specific training; improved testing and evaluation execution with Naval Air Systems Command; and increased organizational efficiencies. In just three years, it has also created 57 core and specialty training courses that revitalized the Naval Air Systems Command workforce by replenishing the pool of qualified test and evaluation practitioners. This was all done through the use of cohort training, building a more cohesive and collaborative workforce.

Graduate School USA presents the W. Edwards Deming Award annually to a federal government organization or a civilian or uniformed branch of the military. The award highlights an impressive workforce development and training initiative that has measurably improved the organization’s performance and impacted its mission.

The Award’s namesake is Dr. W. Edwards Deming, who taught at Graduate School USA for 20 years and is considered the father of Total Quality Management. Deming’s work incorporated the idea that employees and managers at all levels of private industry and government have a responsibility to cooperate to improve products and services.
